There was runaway server sprawl with orphaned servers and servers that could not be rebooted. Tens and in many cases hundreds of servers were being deployed for small or custom applications on servers and only utilizing 15% to 25% of the server resources or less Data center rack units, floor space, power, cooling, etc. were extremely tight even to the point where the data center had to be expanded or new ones built for millions. Management was becoming unsustainable. When hypervisors and virtual machines were introduced, they changed the game by solving many of those problems. Higher utilization meant far fewer servers, cost and management.
Then it started again with VM sprawl, especially in the cloud where the costs became more visible. This has been solved by moving to containers. Containers can be brought up and torn down quickly and provide up to 6x the number of containers in the same hardware.
